Bitcoin Rallies as Bessent Says CLARITY Act at the 1-Yard Line

WHAT HAPPENED: Bitcoin surged to its highest level in more than a month on Tuesday, climbing toward $67,000, after Treasury Secretary Scott Bessent told lawmakers that the long-awaited CLARITY Act — the sweeping digital-asset market-structure bill — was at the "1-yard line." The comment, delivered as the Senate scrambled to move the legislation forward, was all the fuel a risk-hungry market needed. Shares of Coinbase Global spiked as much as 13% in early trading before settling with a double-digit gain.

The rally rippled across the broader crypto complex. The total cryptocurrency market capitalization pushed to roughly $2.31 trillion, up about 1.7% on the day, with Ethereum, Lido and Uniswap all posting gains alongside Bitcoin.

WHAT WE KNOW: Bitcoin opened the session around $65,214, already about 0.8% higher than the prior day, before extending its climb as Bessent’s remarks circulated. At one point the token was up roughly 2.5% on the day. Ethereum opened near $1,903, up about 1.7%. The move coincided with an uptick in the tech-heavy Nasdaq-100, a sign that investors’ appetite for risk had returned after weeks of caution driven by Middle East tensions and volatile energy prices.

Coinbase was the clear standout among equities. As the largest publicly traded U.S. crypto exchange, it stands to benefit directly from regulatory clarity that would define which digital assets are securities and which are commodities — a distinction that has haunted the industry for years and shaped every enforcement fight with Washington.

BACKGROUND: The CLARITY Act has been the crypto industry’s legislative white whale, an attempt to draw firm jurisdictional lines between the SEC and the CFTC and to give exchanges, issuers and investors a rulebook they can actually follow. Previous pushes stalled amid partisan disagreement and competing priorities, and the market has learned to treat optimistic timelines with skepticism after more than one "collapse" of momentum on Capitol Hill.

That history is exactly why Bessent’s "1-yard line" framing carried weight. Coming from the Treasury Secretary rather than a single sponsoring senator, it signaled that the administration sees passage as close and is willing to spend political capital to get it across the goal line. Senator Cynthia Lummis and other crypto-friendly lawmakers have been pushing a timeline for enactment, and the Senate has been working to reconcile remaining sticking points.

REACTION: Traders responded with the kind of immediate enthusiasm that has come to define crypto’s relationship with regulatory news. Analysts cautioned, however, that "1-yard line" optimism has evaporated before, and that the final stretch of any major financial bill is where lobbying, amendments and procedural hurdles tend to pile up. The gap between a Treasury Secretary’s confidence and a signed law can still be measured in weeks or months.

For now, the market is trading on momentum and hope. Coinbase’s outsized move underscores how much individual crypto-linked equities can swing on Washington headlines, and how starved the sector has been for a definitive framework.

WHAT TO WATCH: The immediate question is whether the Senate can actually schedule and pass the CLARITY Act on the accelerated timeline its backers are signaling, and whether the House version can be reconciled without reopening old fights. Watch Bitcoin’s ability to hold the $65,000 threshold it just reclaimed — a durable close above it would suggest the rally has staying power beyond a single headline. Coinbase’s share price will remain a real-time barometer of how seriously the market takes each legislative update.

BOTTOM LINE: A few words from the Treasury Secretary were enough to send Bitcoin to a one-month high and Coinbase soaring, a vivid reminder of how tightly crypto’s fortunes are now bound to the machinery of Washington. If the CLARITY Act truly is at the 1-yard line, it would mark the most consequential shift in U.S. digital-asset policy in years. If it stalls again, Tuesday’s rally will serve as another lesson in the danger of celebrating before the ball crosses the plane.
