AI Budget Crisis 2026: Uber and Microsoft Burning Millions

The response was swift: Uber's COO Andrew Macdonald announced a new monthly cap of $1,500 per employee per agentic coding tool, effectively putting a ceiling on the very tools the company had been championing just months earlier.


What made Uber's situation particularly striking was not just the budget overrun — it was the candid admission from top leadership that the ROI simply wasn't there. Andrew Macdonald told reporters that despite 70% of the company's code coming from AI, he found it 'very hard to draw a connection between the company's rising use of Claude Code and innovations meant to serve consumers.' In other words: Uber was spending a fortune on AI tools that were making engineers more productive in measurable ways — but that productivity wasn't translating into revenue, growth, or consumer-facing improvements in any obvious, trackable way. 'That link,' Macdonald said bluntly, 'is not there yet.'


Uber is far from alone. Microsoft, one of the world's biggest investors in AI infrastructure through its partnership with OpenAI, began canceling a significant portion of its direct Claude Code licenses during the same period, redirecting engineers toward its own GitHub Copilot CLI tool instead. The move was widely interpreted as a cost-control measure, a signal that even the most well-capitalized tech companies in the world are feeling the pressure to justify the money they're spending on AI. According to Gartner, worldwide AI spending in 2026 is projected to reach $2.52 trillion — a 44% increase over 2025 — but the analysts also note that fewer than 1% of companies report achieving significant ROI of 20% or more from their AI investments. Most organizations see returns of just 1-5%, often measured as productivity gains rather than hard financial impact.


The phenomenon has been informally dubbed 'tokenmaxxing' in tech circles — a reference to the way companies encouraged employees to maximize their use of AI tools and generate as many tokens (units of AI output) as possible, with the assumption that more usage equals more value. What companies are now discovering is that more usage simply equals more cost, without a guaranteed corresponding increase in measurable business outcomes. The Silicon Valley mentality of 'move fast and figure out the ROI later' is colliding with very real budget constraints in an industry that has bet trillions on the AI wave.


For business leaders and CFOs watching the AI space, the Uber situation offers a critical lesson in governance. The company's internal leaderboard — which ranked teams by total AI tool usage — inadvertently created a race to spend more, not a race to build more efficiently. When the incentives are aligned with adoption rather than outcomes, adoption wins. The consequence is a budget catastrophe that takes months to discover and immediate, painful measures to correct.


Analysts are now advising companies to take a far more structured approach to AI spending: setting per-project budgets rather than blanket access, measuring AI-assisted output against specific business goals, and establishing governance frameworks before rolling out enterprise-wide AI tools. The message from industry experts is clear — AI is genuinely transformative, but that transformation doesn't happen automatically. Without disciplined management and clear outcome metrics, companies risk spending millions of dollars on tools that generate impressive-sounding statistics without moving the needle on actual performance.

The hyperscalers — Microsoft, Amazon, Google, Meta — continue to pour billions into AI infrastructure, betting that the ROI will materialize as models improve and enterprise use cases mature.
